Many projects require a Conditional Use Permit (pdf).  This is particularly true of renewable energy projects.  Like any community, the location of a project is a strong predictor of the ease with which it will be approved.  The county's two most recent projects Raser Technologies Thermo Geothermal plant and First Wind's Turbine Farm received virtually no negative comments and were approved in sixty days or less.
